Statement regarding the exclusion of the KRG from the July 30, 2015 meeting of the Small Group of the Global Coalition against the Islamic State of Iraq and Syria (ISIS) in Quebec City

WASHINGTON, DC (us.gov.krd) – Our brave Peshmerga are on the front line against ISIL and are widely acknowledged as being the most effective force on the ground. They are defending a 1,050km frontline against ISIL and have made great sacrifices to protect key infrastructure such as the Mosul Dam and Kirkuk oil installations, and are providing the security to the Kurdistan Region that enables 1.8 million refugees and internally displaced Iraqis of all sects and ethnicities.

After past conferences and particularly the Paris Conference, we had expected the Iraqi Federal Government and members of the Counter ISIL Coalition to invite a representative of the KRG to the meetings as part of the Iraqi delegation. The international community must recognize the role of Kurdistan Region in fighting ISIL terrorists and in carrying out its responsibility towards the displaced women and children caught up in the humanitarian crisis. It is essential that the Coalition members hear what we have to say as partners in this fight, as must the Iraqi Federal Government.

So far, we are not aware of any such invitation being extended to the KRG to attend the meeting in Quebec City and once again it appears that the Kurdistan Region, a key component in fight against ISIL, is being excluded.

We reiterate that the Kurdistan Region, according to Article 105 of the Iraqi Constitution, has the right to have its representative at international gatherings to convey the views of the Kurdistan Region leadership.
